6. International Relations – India–Seychelles Joint Vision (SESEL) and MAHASAGAR
Context
India and Seychelles adopted a Joint Vision SESEL for Sustainability, Economic Growth and Security through Enhanced Linkages, making Seychelles a key pillar of Vision MAHASAGAR.
Background
Vision MAHASAGAR (Mutual and Holistic Advancement for Security and Growth Across Regions) and SAGAR (Security and Growth for All in the Region) frame India’s Indian Ocean policy. India and Seychelles have cooperated in maritime security, hydrography, coastal surveillance, capacity‑building and development assistance.
Data / Trend
SESEL focuses on blue economy, maritime security, renewable energy, healthcare, fintech, housing and e‑mobility. India has committed a large financial package for housing and maritime projects and backed Seychelles’ role in regional security platforms like the Colombo Security Conclave.
Analysis & Application
For GS‑2 (IR), SESEL is a model of combining development partnership with strategic maritime engagement. It helps India: secure Sea Lanes of Communication (SLOCs), expand maritime domain awareness, support Small Island Developing States (SIDS) on climate adaptation, and counterbalance extra‑regional powers in the Western Indian Ocean.
Way Forward
India should ensure timely execution, co‑design projects with local communities, strengthen human‑resource training, and encourage triangular cooperation (e.g., India–Seychelles–Mauritius) to build inclusive security and blue‑economy frameworks.
Conclusion
SESEL operationalises MAHASAGAR by tying together sustainability, growth and security, and serves as a replicable template for India’s broader Indian Ocean diplomacy.
